This year, HICSS is implementing a
web-based peer review system for
submitted papers. It is designed by the same company that produces the HICSS Proceedings on
CD. In order to submit your paper, please read the instructions below in
their entirety before uploading.
Here is a summary of the process:
Authors
submit papers to the file submission website in publication format.
o Papers must be double column, single
space and no more than 10 pages long. See detailed formatting instructions
below.
o Do not submit papers directly to the
Minitrack Chairs.
All papers
must be uploaded into the website to be reviewed for the conference.
The
deadline for uploading papers is June 15th 5:00pm Pacific Time.
After
papers are uploaded, they are converted to pdf and then sent to authors, who
must approve the converted version within twenty four hours. The file is then
released to the Minitrack chair for the review process.
Papers will
then be reviewed through the system.
Acceptance
decisions will be made by August 15th . (Accept/Reject or Accept with
Mandatory Revisions)
Papers
accepted with mandatory revisions must be revised and resubmitted by authors by
September 15, and then reviewed by the Minitrack Chair before final acceptance
is made.
Accepted papers without required revisions may optionally be revised and resubmitted by authors up to September 15, 5:00pm Pacific Time.
At least one author must register for the conference by October 1 or the paper may be withdrawn from the Proceedings.
The Proceedings will be published and distributed by the Computer Society Press of the IEEE, listed in its publication brochures, and made available in full text form on the IEEE Digital Library. You must follow the IEEE Proceedings Guidelines and their deadlines to ensure that the Proceedings are ready for distribution at the Conference in January.
Here are the steps
required to submit your paper.
You
must complete these steps by 5 pm Pacific Time
June 15, 2004
1. Prepare your paper for submission to the conference,
according to the Formatting
Guidelines. Please note that papers cannot exceed 10 pages
and must be single-spaced, double-column.

2. There will not be a separate
abstract prepared for the Abstract Book.
The abstract included in the paper will be reprinted in the Abstract
Book. Use the format guidelines
shown in #1 above. Note limit of
150 words for the abstract.
3. Submit your file(s) to the peer review site, following
specific instructions for uploading
the file containing your formatted paper which includes the abstract.
Your paper will then be processed through the peer review system. Acceptance decisions will be made August 15. You will receive further instructions for revising your paper, if necessary, and submitting the copyright form at that time.

Note
that at least one author for each paper must register for the conference by
October 1 or the paper may be withdrawn from the Proceedings. We strongly suggest that you register at
the conference
hotel by October 1 as well. When you register for
the conference, we will email you a confirmation notice that will contain the
Group/Convention Code needed to reserve your hotel room via the Hilton Waikoloa
Village website. While there are other hotels within driving distance of
the conference venue, this time of year is very popular in Hawaii and other
accommodations may be scarce. We have reserved a specified number of rooms at
the Hilton, and once that limit is reached, neither space nor the conference
rate is guaranteed.
We also encourage you to make your
airline and car reservations early because they too may become scarce.
